NSL provides traffic enforcement and transport management services to local authorities and government agencies in the UK. The business was formed in 2007 following its demerger from NCP Group Limited ("NCP"). NCP's offstreet parking business was sold to Macquarie while NSL, the onstreet enforcement business, was retained by 3i.

Since 2007, NSL has successfully secured and renewed a number of high profile contracts which have cemented its position as a leading transport services provider in the UK. The business currently runs the prestigious DVLA nationwide enforcement contract, provides consultancy services to Transport for London for the London Cycle Hire scheme and also provides the administrative function for the London Congestion Charge . Recently NSL has also renewed the UK's largest traffic enforcement contract with Westminster Council and runs the world's largest parking contract in Abu Dhabi.
